I enclose a proposal made by Mr. Brown for duplicating at Cape Foulweather the Keepers' Dwelling he is now building at Cape Disappointment. He was the lowest bidder for that work after it was advertized fifteen days & the present bid is lower than the bid for Cape Disappointment after taking into consideration what he has to pay for freight. There will be at least four hundred tons of freight for the Dwelling. I had not supposed it possible to get bids as low as this, judging from what I learned of prices here when the contract for Cape Disappointment was made - or I would have recommended that I be authorized to advertize for bids. The rainy season comes so early that it would be impracticable to advertize now & go through all the forms required for contracts if any work had to be done on the building this summer. (262)
