The Secretary of Commerce and Labor.

Sir: -

Referring to Department letter of 14 Oct., '04, appointing Mr. Michael Ludescher as Second Assistant Keeper at Yaquina Head, Oreg., Light-Station, to date from 4 Oct., '04, with pay at the rate of $550 a year, the Board has the honor to ask that he be given a temporary appointment at the same rate of pay from 13 Sept., '04, to the date of his probationary appointment.

The Inspector of the 13th Light-House District, on receipt of the Board's letter transmitting the probationary appointment of Mr. Ludescher, informed this Office that it was necessary to place Mr. Ludescher on duty on 13 Sept., '04, without waiting for the recipt of his appointment. The Board has to-day written that Inspector telling him that it should have been reported at once when he found it necessary to place Mr. Ludescher on duty so that the appointment could have been made to take effect upon that date.
