SECTION 11. If any section or matter in this Act shall be
held to be unconstitutional or invalid it shall not effect
the validity of the remaining parts of this Act, and said
unconstitutional or invalid part may be eliminated from this
Act, and the remaining portion or portions thereof shall be
and remain in full force and effect and be as valid as if
such invalid clause or section or matter had not been incor-
porated herein.

SECTION 12. All laws and parts of laws in conflict with the
provisions of this Act are hereby repealed.

SECTION 13. This Act shall take effect upon its passage and
approval by the Governor, or on becoming a law without his
approval.
