provisions of this act, and for the well ordering, regu-
lating and securing the affairs, business and interests
of the company, provided that the same is not repug-
nant to the Constitution and Laws of the United
States, or of this State, or repugnant to this act.

SEC. 11.— This act shall be deemed a public act,
and shall be favorably construed for all purposes here-
in expressed or declared, in all courts and places what-
soever, and shall be in force from and after its passage.
