to obtain, it is necessary and expedient to erect harbor range lights to mark the entrance to Yaquina Bay, Oregon.

2. That although a single harbor light might under ordinary circumstances, answer the purpose of navigation, yet in consideration of the narrowness of the channel leading across the outer bar, it is believed that the danger in entering the Bay would be greatly lessined by the establishment of two small lights to serve as a range, for the deepest water of the channel.

3. That this harbor light, or these range lights, would be comparatively local in their character, if authorized they will not obviate the necessity for the establishment of a first order sea-coast light on Cape Foulweather, about 3 1/2 miles to the northward of the entrance to Yaquina Bay.
