weighing any more than what is permitted. Contrary
to His Majesty's decree on the confiscation of all
excesses, it may be that the Viceroy of
of New Spain has imposed other moderate arbitrary penalties,
which he has established for himself. Not only for the condign
punishment for the violation of the order of His Majesty but
also to serve as an example in the future,
His Majesty likewise wishes Your Honor to do the same,
to rigorously examine cargo
and goods, that they return aforementioned ships
with the aim of seizing everything that exceeds the
permissible limit, and avoid, through the punishment of all fraud
by offenders, introduced abuses in the trade
of those islands with New Spain, to which
end Your Honor will apply in addition to the penalty of confiscation
