Yes, Dr. Iddings has several quirks in his writing, I especially like how he puts quotation marks around many (seemingly random to me) words. I think it's safe to go with the ampersand though.

The "&" signs are sideways a bit so it was hard to tell if it was an "&" or not, but from the sentences the context clues point to the mysterious symbol to be "&" but I'm not completely sure.

For degree, you can just write "degree" in. As for underlining, the only way to currently underline text is to use HTML. You can do this by typing <u> underlined word </u>. Hope this helps!
