The difficulty in achieving civil liberty
in a world of sin, Strife, and grasping self-
-ishness, is matched by the difficulty
of preserving it, which is so marked that
one of the proverbs is, that "Eternal vigil-
-ance is the trial of liberty.

Liberty to dwell in a land govern-
-ed as one may prefer – civil liberty – is
separable in thought, if not in
fact, – from industrial liberty –
the liberty of ordering one's own life-
-affairs, and of engaging in such an
occupation, as he may prefer – con-
-sistent, of course, with the public good. –
