II The fact that there is
such a government ~

This is the great fact of the Uni-
-verse – so far as we are concerned.
Here infidelity rises or falls –
Here various Errorists are to
be met & overthrown ~

The question is whether God is
actually a governor – in his
his own person – – or a
mere unconcerned Spectator,
or at most a Giver of good
advice & wise precepts –
