sanctioned by the Board of officers and the Congregation.
Sec II He shall issue all summons, make out monthly the bills of each & every debtor of the Congregation for contributions, offerings or any other dues whatsoever & hand the same over to the collection.
Sec III He shall submit at each regular meeting of the Congregation, a report in writing of the affairs & transactions of the same during the present quarter. His books shall be opened for inspection all times for the board of officers, or committees appointed by the Congregation & at the expiration of his term, he shall deliver all books & papers appertaining to his office to his successor.
Duties of Treasurer.
Sec I The Treasurer shall, prior to entering on his office, furnish the Board of officers with a Bond sufficient to cover all [Margin note: monies in his hand to be fixed by the board of officers] with two (2) or more approved sureties and approved by them.
Sec II He shall within thirty (30) days after entering on the duties of his office, deliver to the Board of officers, a full inventory of all effects belonging to the Congregation in his possession.
Sec III He shall receive all & every description of income belonging to the Congregation from the hands of the secretary & give his receipt for the same.

Sec IV He shall pay all orders passed by the Congregation or the Board of officers & signed by the president & secretary which orders shall be his vouchers.
Sec V He shall keep regular & exact accounts of all transactions of his office.
Sec VI He shall present at each regular meeting of the Board of officers, a statement showing the balance in his hands, due the Congregation, which statement shall be entered on the records of the Board of officers. He shall also present at the annual meeting of the Congregation an accurate statement of the monies received & disbursed during the present term.
Sec VII He shall permit his books & vouchers to be examined at any time by the President or any member of the Board of officers or any committee appointed by the Congregation.
Sec VIII He shall if unable to attend any meeting, cause the necessary books & papers to be conveyed thereto.
Sec IX He shall, on leaving office upon a order from the President, deliver to his successor all moneys, deeds, books, securities, papers, or effects whatsoever in his possession, or custody, belonging to the Congregation.

Membership
Sec I Any Israelite desirous of becoming a member of this Congregation shall apply in writing, enclosing such admission fee as the Congregation may from time to time ordain, & shall be laid before the Board of officers at their ensuing regular meeting & a majority voting in favor declare him duly elected, subject, however, to the confirmation of the Congregation at their next regular meeting.
Sec II No Israelite shall be considered qualified for membership who has not attained the age of sixteen years.
Sec III An applicant for membership who is declared duly elected shall sign the constitution & bylaws of this Congregation. Immediately hereafter he shall be entitled to all rights & privileges of a member, except being eligible as a member of the Board of officers for the space of one month from the day of his election. Nor shall he be entitled to vote for an election of officers for four weeks from the day of his election.
Sec IV An applicant for membership being rejected, his admission fee shall be returned to him, but he may appeal to the Congregation at their regular meeting & two-thirds of the votes present shall be required for his election.
Sec V Any member wishing to resign from the Congregation shall signify the same in writing, addressed to the

President & Board of Officers.
Sec VI A member having resigned on account of removal from the city who shall apply for readmission shall, on application, be reinstated if qualified & duly elected, without paying the regular admission fee.
Sec VII. Sons of members shall enjoy the privileges of members' children until they attain the age of sixteen years & daughters until they are married.
Sec VIII The widow, whose husband was at the time of his decease a member of the Congregation, shall enjoy the same privileges as a member's wife, the children of such deceased member the same privilege as members' children. That is: the widow while she remains unmarried, sons until they are sixteen years old & daughters until they are married, provided the arrears of such members be paid.
Sec 9 Sons of members of this Congregation until the age of sixteen years shall, upon application, be entitled to become members without paying the admission fee, subject however, to all other laws provided for applicants for membership.
Sec X Members whose petitions for relief of the monthly contribution or part thereof shall not have been granted by the Board of officers may appeal to the Congregation when at a regular

meeting, it shall require two-thirds of all the votes present, to grant such relief, & any member partially or entirely relieved by the Board of officers or the Congregation shall not on that account, forfeit any right title or privilege of membership but shall enjoy the same as fully as any other paying member.
Sec XI Any member who may be indebted to this Congregation for monthly contributions, offerings or otherwise, for more than three months, shall not be permitted to take part in any proceedings of any Congregational meetings nor be eligible to any office, until his arrears are paid, & any member who may be indebted to this Congregation for monthly contributions, offerings or otherwise, for more than six months, shall not enjoy any privilege of a member until his arrears are paid.
Sec XII The President shall be empowered to bring suit in the name of the Congregation against any member in arrears for monthly contributions, offerings, fines, or otherwise for more than six months.
Sec XIII Any member of the Congregation shall be liable, for gross misconduct, to expulsion by a majority of two-thirds of the members present.
