I beg leave to add my testimony to the qualification of Mr. George Torrey of Jefferson county for the office of Commissioner of Enumeration. He was President of the County Board of Regis-tration in 1879; and the discharged the duties of the position with accuracy and fidelity. Asking for the application in his behalf,
