Description

Charles Warren Loomis held various public offices in Mississippi during Reconstruction, most notably superintendent of the state penitentiary. Born in Huntsburg Township, Ohio, on October 5, 1840, Warren relocated to Mississippi after the Civil War. He took a series of local and state government positions, including deputy tax collector in Jackson, state representative of Hinds County, and School Director for Jackson’s North Ward.

He was married to Caroline Powers, sister of Ridgley Powers, a fellow Ohioan who served as governor of Mississippi from 1871 to 1874. Governor Powers appointed Loomis superintendent of the Mississippi penitentiary in 1872. By the late 1870s, Loomis returned to Ohio with his wife and daughter, who had been born in Mississippi. Loomis died on June 30, 1911, and is buried in Lake View Cemetery in Cleveland, Ohio.
