Operating at the national level, the Bureau of Refugees, Freedmen, and Abandoned Lands was headquartered in Washington, D. C. Usually referred to as the Freedmen's Bureau, it was formed during early Reconstruction on March 3, 1865 primarily to assist the transition of over four million enslaved people to freedom across the American South.
