Jackson Miss Jany 26th 1864

John Cowden Esq
Jackson

Sir

The Miliary Authorities at Mobile are now in want of a large negro force to labor on the defences of the City—

You will oblige me, and contribute essentially to the defence of the State of Alabama, and Mississippi, which are deeply interested in the preservation of the City of Mobile if you will aid me in providing negro laborers in the State of Mississippi—

The owners of negroes will be paid thirty dollars per month for each hand—Subsistence and Medical attendance give them, and transportation furnished to, and from Mobile to their homes, or any equivalent point that the owner may desire—It is requested that the owners of the slaves shal[page torn] furnish an overseer for every 30, or 50 sent.—These overseers receive three dollars per day—transportation, and rations

You will make these terms known to such persons as have slaves to hire, and you are authorized to hire fifteen hundr[page torn] negroe laborers for the Engineer Department at Mobile,—You will be furnished with orders for transportation for those hired by you from Jackson to Mobile, and all necessary expenses incurred by you will be paid by the Military ^authorities^ at Mobile—Your own compensation, and that of such assistants as you may employ will be five dollars per day—Great despatch is necessary

Very respectfully Yrs

(Signed) F. S. Blount.
Agent of Engineer Office, Dept of Gul[page torn]
