Aberdeen Miss May 13' 1864

His Excellency Chas Clark Gov State Miss Macon.

Sir Enclosed, find Copy of a circular this day received at this office. Several persons who are exempted by your Proclamation have by my advice procured certificate from the Proper Source viz: records of Police Court) and the same have been forwarded to the Commandant of Conscripts of the State for exemption which he has refused to grant unless you give a Certificate that he is such officer

I think you will have to take some prompt action to save innocent citizens who rely upon your proclamation for protection from much trouble
