Hd. Qrs. Meridian Miss. Nov 28th" 1863.

Governor:

I have the honor to enclose herewith a letter from Capt. R. E. Wilbourn, asking to have his young brother, now in Mc"Quirck's Regt. 3rd" Miss. Cavalry detailed to report to him in the Signal Corps of Genl. R. E. Lee's Army. It appears that he is a mere youth of 17 years of age, and therefore, when transferreed to Confed, Service, cannot be legally held to service_ As this Regt. however, has never been legally transferred to Confed. Service. General Johnston has no jurisdiction in the matter. I therefore report the case to your Excellency, with the earnest request, that you will comply with Capt. Wilbourn's wishes, and authorize the transfer asked for. If necessary may I ask that you grant him a discharge.
