Jackson Miss June 1st 1864

Honble Sir

I have the honor herewith respectfully to submit for your consid-eration my application for permission and authority from you to organize the Deputy Sheriffs of Hinds County into a Military Company. There are fifty four of these deputies in Hinds, most of whome are strong able bodied men, and capable of doing good service. This application is made with the consent of the Sheriff and the [culling?] assent of the Deputies—I purpose to muster in to the service of the state (in addition to the deputies) as many as fifty, no Conscripts, thereby reporting a full company—The company— [unclear]— to operate west of Jackson at the same time throughly patrolling the different precincts in the County, and always having a sufficent number of the company accessible to the Sheriff. I feel that I could accomplish a great deal of good and render services very valuable to that portion of our Country, as I am will acquainted with the County west of Jackson and East of Big Black— Having been on duty at the Post of Jackson since July 1863, as Provost Marshal I feel safe

in saying that I know all the parties in around and about that place that should be watched.

I would at the same time ask the power to receive into the Company as many as would make its number up to one Hundred and fifty— I obligateing myself to receive no man that is in any way liable to Conscription in Confederate service. I am and have been a Com-missioned Officer in the 14" Miss. Regt since Jany 10 1862 & was one among the first troops that landed at Pensacola— If necessary I can and will give the best of references for both my Civil and Military bearing— If you grant my request, I will certainly try not to abuse the privilege, but strive to do the duties of a Soldier and render my services valuable to the cause for which we are battling.

I have the honor to be Very Respectfully Your Obt Svt

J. C. Winn 1st Lieut Co B 12th Miss Regt.
