Sir Learning from mayor W. A. Strong that you had been authorized to pur-chase one hundred thousand Dollar ($100000) worth of Cotton & Wool Cards for the State= I propose to furnish the above amount of Cotton Wool Cards to you free of Expense in Condition you give me— permission to Ship beyond our lines one Thousand Bales of Cotton = If this cannot be done I will Contract for the delivery of the Cards on as good if not better sums that any other parties= Major Stron will give you any information in reltion to my ability to perform my portion of the Contract= If anything is done in relation to this matter I would be pleased to hear from you at your earliest Convenience
