Dear Captain Armstrong:

This morning I sent you a telegram, as shown
by the enclosed confirmation.

On returning to New York I found a personal
friend who was willing to make me a loan of two thousand
dollars. This covers my pressing need in the matter
which I placed before you. I am grateful for whatever
efforts you may have made, irrespective of their success
or failure.

In case the money I asked for has been already
voted I shall, of course, return it at once, unless the
Prime Minister considers that in view of the circumstances
it is more appropriate that the money be used to cancel
the above-mentioned personal loan.
