Dear Taylor:

This is in reply to your letter of August 18th. I am as yet almost wholly in the dark as to the attitude that will eventually be taken by Ottawa. It seems to me there is no hope of a successful issue in pushing the matter now. We shall have to wait until the Teddy Bear returns from Wrangel Island and until we hear whether some of our men will remain there in occupation. As soon as we know about that I shall apply for a chance to see the Prime Minister and the Minister of the Interior and shall go to Ottawa whenever they give me an appointment.

My plans for the next two months are merely more writing. I shall be in New York nearly all the time. Let me know in advance when you are coming East. It may be advantageous for us to meet on that occasion in Ottawa - unless you are coming to New York for some special reason.
