District Council of Lincoln Minutes of meeting held on December 20th 1912 Present Cr J D Bruce, chairman, Crs OShanahan, Morgan Palm and Puckridge. Cr Secombe sent apology unable to be present.

Books with their respective balances submitted and read.

Financial statement of work completed and in hand read.

Application for leasing of Road Happy Valley received from E. E. Garrett.

Cr OShan moved )that same be granted at usual Cr Puck Seconded) rate of 4d per acre, subject to condition that any of adjoining neighbors having reasonable objections, same to be cancelled. Carried

Application received from Secty Baptist Church for renting of Council Chamber for services each Sunday. Cr Palm moved) that same be granted at £5 per year Cr Morgan ) to date from 1st December. Carried Letter from J H Chapman and an a/c for work or repairs done to Road leading from his place to Whites River. Not entertained

Letter received from Messrs Walkom and Walter Cummins re draining of water from allotment adjoining same. Clerk instructed to notify correspondent

that he must arrange to drain the allotments at his own expense.

Appplication received for extension of time from H H Rice, in completing his present contract, owing to ill health. To be granted.

Letter received P. W.Hill re netting on his section Mortlock Inspector to report on same by next meeting.

Letter received from Clerk Tumby Bay Council re a/c rendered by this Council, to the effect that same would duly considered on the 20th inst.

Notice of motion read re Dearmans Appeal case Moved Cr OShanahan ) that assesment be reduced Seconded Cr Morgan ) to £6, costs to Dearman to be paid amount £2.2.0 carried

From Surveyor General Correspondence received re opening and closing of Road and plan, received from Railway Depot submitted re same.

Moved by Cr OShanahan ) that plans etc be approved Secd by Cr Morgan ) and former signed by Chairman. Carried

Legal advice received re proof of supply of netting granted by Govt supplied by Council. Noted. Lettter from Surveyor General re Netting Loans Norton Bray & others.

Statement submitted by clerk re netting purchases during past 10 years, showing amount purchased and obtained from various firms, also submitted letter from Elder Smith & Co with respect to their portion of same. Moved by Cr OShanahan) that the discounts mentioned in Seconded Cr Morgan) Mr Mittons Reportas having been received on a/c of netting purchases and credited to General A/c, amount £59-12-6 be paid in to the Wire Netting A/c. Carried Letter received from Court of Insolvency, re cheque alleged to have been paid on A/c Rates by T J Charles; Clerk stated that said cheque was paid into H H Millers A/c Pt Lincoln, Mr Miller had informed him that the amount was not on account of rates. Cheque was drawn payable to latter not to District Council.

Letter received from Surveyor General stating that rent had been paid by Mr Wigley on Block 6 Uley. Letter and report read by clerk with reference to amount due to Account A Fund. This amount £40.11.8 stood to the credit of Special Fund at the latter end of 1908 and was included in General Banking A/c. The amount should have been transferred to A/c A when that seperate account was set aside for work in new Hundreds, but this had not been carried into effect. Moved by Cr OShanahan ) that the amount be transferred Seconded by Cr Morgan) to account A from General Funds, and Comr of Crown Lands to be notified. to that effect. Carried

Correspondence with reference to claim District Council re Allan Koppio submitted and read. Noted. Letter from Survey Dept with reference to Statement required for Various Loans. Statement furnished by Clerk and approved.

Letter from Mr C Burnett District Ranger , stating that he was unaware that he would be obliged to control the whole district, and would in consequence be unable to carry out the duties if obliged to cover the same.

Moved by Cr OShanahan ) that fresh applications be Secd by Cr Palm ) called for the position as Ranger by next meeting Burnett to retain position for one month. Carried. Cr Palm drew attention to Cummins Cemetery Overseer to call Tenders for clearing and grubbing one acre. Letter submitted through Cr OShanahan and received from Cr Secombe drawing attention to pump for Park Lands. Overseer to have same attended to. Cr OShanahan moved that 3 feet pipe be obtained and placed at Broads crossing and culvert opposite Tucknotts be attended To. Overseer to attend to same.

Cr Palm drew at attention to bad places on road leading from Pillana to Cummins asked that Tenders might be called by next meeting. To be attended to.

Moved by Cr OShanahan ) that the above accounts be Seconded by Cr Palm ) passed for payment. Carried.

Tenders

Moved by Cr OShanahan ) that H H Rice be successful Seconded by Cr Puckridge ) Tenderer for Contract 76 and W F Flavel for contract 77.
