DISTRICT COUNCIL OF LINCOLN 15 JUL 1949 Minutes of Meeting Adjourned from 8th, held on 15th July 1949 Present Crs ST Baillie, KW Ford,HJ Freeman, WG Morgan DK Speed AC Trestrail & P Woods, also Clerk AH Taylor and Overseer RW Doudle Elected Clerk reported the result of Annual Election - Crs ST Baillie, HJ Freeman and AC Trestrail had been returned unopposed and P Woods by a majority of 54. Chairman's Allowance Prop Cr Ford, Sec Cr Speed, } That Chairman Allowance for the Year be £35 the same as last year. Carried Chairman Prop Cr Morgan Sec Cr Speed } That Cr P Woods be appointed Chairman.Prop Cr Trestrail, Sec Cr Ford, Amendment that Cr Freeman be Chairman.The Amendment was lost & Motion Carried. Cr Woods then took the Chair and thanked Councillors for their support. Assessment Revision Committee Prop Cr Baillie Sec Cr Morgan, That all Councillors be appointed on the Assessment Revision Committee. Carried Minutes passed. Prop Cr Freeman Sec Cr Speed } That Minutes of previous meeting as Typed be Confirmed. Carried Finance Financial Statement showed a Credit Bal of £2094.0.8 Correspondence- Re Open Trenches Hd Louth Resident Engineer Western Water District 30 June advised that it was regretted the excavations for water pipes near the Summit Tank had been left open so long, but it was anticipated that the pipes would be laid and trenches filled in within a fortnight. Re Hospital Fee - Secy Hospitals Department Adelaide notified the Council that the amount proposed to be charged to this Council towards Pt Lincoln Hospital for current year would be approximately the same as last year Viz £498. This was held over until next meeting.

15 Jul 1949 Camp Site - Director of Lands advised that Licence had been issued to AJ Whillas Green Patch to occupy a camp site at Kellidie Bay from 1st July 1949. Rec'd. Re Petition - Secy to Minister of Agriculture advising that Councils letter of 30 June re Petition to seperate the Council Area, was receiving consideration Clerk read the letter to the Minister written as directed last meeting. Re Walkie Talkie transceivers - Comms of Police re a demonstration to be held at Woodside on 20th July of Walkie Talkie transceivers recently purchased for Fire Fighting organisations, to be followed by a discussion on Emergency Fire Services. Resolved that DH Blacker Fire Controller for Cummins attend at Woodside on 20th July, on behalf of this Council and Cummins. For Cummins Fire Fighting Committee - Fire F Comm for whom the Walkie talkies are being obtained, with full power to act for this Council and to make arrangements for receiving the transceivers. Road to be Closed Hd Louth - AJ Docking for self & Sons requested that the road through their property between Sections 302 & 311 Hd Louth, be closed and the land sold to them, this being the Continuation of road that Mrs CE Kelly requested be closed at last meeting. Prop Cr Baillie Sec Cr Speed, That this road be closed and disposed to AJ Docking & Son Carried. Crs Baillie & Speed also moved that the portion of this road through Mrs CE Kellys property between Sections 303 & 304 Hd Louth be also closed and the land sold to her. Re Garbage Rate & New Road - EH Parker Cummins again requested that the Council charge a flat rate for Garbage removal instead of a differential rate as at present. - Also that Council again endeavours to have a road opened across the SAR TRiangle from Butchers Shop to Mill.Resolved that the question of a flat rate for Garbage Removal be considered when declaring the rate for current year, Also that the question of road be considered later.

15 Jul 1949 Re No Parking in Phillips St - Secy Cummins School Committee requested that "No Parking" signs be erected at the ends of Phillips Street to enable the School Buses to pick up school children Also asked, that as they are shortly fencing the school Sports Ground, if the Council could have the road made on the Western side to link up with Warrow Road. Prop Cr Trestrail Sec Cr Ford { That a sign be erected at each end of the Street "Parking Prohibited on this side of Street from Mondays to Fridays" Carried. Re Widening Road -Re Forming the road - Advise that Council are negotiating for a strip of land to widen the road to 66 feet before making the road. Re Ramps - Mr G Wilson wrote re Ramps on road on Hundred line, Wanilla & Mortlock adjoining Sec 102 Hd Wanilla. Mr Wilson came to the office and it was arranged that the Overseer show Mr Wilson where he can erect suitable ramps. Re Streets on Housing Trust Land 66ft wide - CL Alexander wrote in reference to the widening of roads at Pt Block 2 of Sec 3d Housing Trust sites and marking on Plan as suggested by him - agreeing to widen their portion facing Arthur St to 66 ft.Prop Cr Trestrail Sec Cr Ford { That if the Trust will agree to a strip 26ft wide being made available along the eastern side of their Block, The Council agrees to Purchase Lot D of Block 2 of 3d from L Chambers for £60 retain 26ft for the road and sell the balance of Lot D to JP O'Brien for £50. This then to make their street 66ft right through. Carried Subdivision Approved. - Town Planner - Plan of proposed subdivision Plan No 1347/49 Cummins Estate B.C.E.F.A.Guy & RJ Letton for approval or rejection. Prop Cr Ford Sec Cr Trestrail } That plan be approved. Carried Donation M & B - M & Babies Health Assoc requested the usual Donation towards the Cummins Centre Prop Cr Freeman Sec Cr Baillie} That £5-5-0 be donated same as last year. Carried

Carried Sign Cheques - Prop Cr Freeman Sec Cr Trestrail } That all Councillors sign cheques - Cheques to be signed by any two and countersigned by Clerk. Carried. Councillors Travelling - Prop Cr Freeman Sec Cr Trestrail That Councillors Travelling Allowance be 7/6 the first mile and 1/3 each additional mile one way. Carried.

Amendment carried. Revising Assessment - Prop Cr Trestrail Sec Cr Baillie } That Revising Assessment be placed on the agenda for next meeting. Carried Overseers Report was read and adopted on the motion of Crs Morgan & Baillie. Purchase of Old Chassis MA Bascombe Prop Cr Trestrail Sec Cr Morgan } That the matter of the purchase of Chassis from MA Bascombe be placed in the hands of Mr CR Doudy for completion of purchase, by Bascombe. Carried Purchase of Roller - Prop Cr Freeman Sec Cr Trestrail } That Council purchase a 5¼ Ton Road Roller from Hawke & Co Kapunda for £350 as quoted and approach Highways Dept for the necessary advance, Carried. Dozer Parts to Adelaide - Prop Cr Speed Sec Cr Baillie } That Council agree to proposal of Overseer to send AG Cooke Overland in the Utility with Dozer parts for General repairs. Carried. Repair Fence - Prop Cr Morgan Sec Cr Speed } That LeBrun Bros at Coulta be requested to repair the fence round the Old Cemetery at Coulta at once, and as soon as fencing material is available, they fence their own boundary across the road from the Cemetery. carried. Noxious Weeds - Resolved that a notice be inserted in Pt Lincoln Times in accordance with Noxious Weeds Act, to destroy weeds and stating action will be taken if Weeds are not destroyed. Request - Cr Morgan requested that the Building of the Culvert at ? be pushed on as soon as possible.
