Minutes of Meeting held on 20th May 1949

Present Crs. W G Morgan (Chair) S T Baillie, H J Freeman, A C Trestrail, D K Speed & P Woods. Apology from A. Ford for non attendance.

Financial Statement Showed a Credit Bal of £3860-5-6

Correspondence Re Loan 772/46 Highway Dept Stating that approval had been given to increase the amount of advance of £750 previously approved, to £800 to enable Council to purchase a Commer Utility Truck.

Re Grants Highways Dept re application for Grants for 1949/50

Water Reserve 5834/47 Director of Lands advising that Water Reserve No 4 Hd Wanilla had been resumed by the Land Dept (re Letter 22 March 49)

Camp Sites Director of Lands advising that Licences to occupy Camp Sites 1213/49 334/49 1214/49 had been issued to G. C.Moore. Pt L; K Morley Pt L; and Mrs T.A Baddams Pt Lincoln, adjoining Section 274 HdLake W from 1.5 .49/50

PL Phone Exch G H D Russell MHR with Copy of Letter from Deputy D P& T (Mr Marks) re extension of Switchboard and improved Conditions at Pt Lincoln Telephone Exchange and that increased building Space is under consideration.

Phone for Coffin Bay E H D Russell Stating that Deputy Director has agreed to provide Telephone facilities at Coffin Bay (with a letter from Mr Marks) as soon as this can be arranged.

Phone to Mt Hope Deputy Director Post & Telegraph in reply to Council letter re unsatisfactory Phone Service ,Pt Lincoln to Mt Hope stating that it is partly caused by insufficient equipment at PtLincoln. This Traffic is constantly

Under review and defects are remedied as soon as possible. Vouchers water Carting Liquids Fuel Board re Voucher for Water Carting, which will be issued to Local Government Bodies on application, Stating amount required.

Manager Commercial Motor Vehicles Ltd with Contract for delivery in 10 - 12 weeks of one Commer Q 2522 Utility @ £792. Dated 29/4/49.

Town Planner Subdivision held over. Town Planner with Plan & Docket No 768/1949 - Subdivision of Lot G of H Block. 2 of Sec 3a Cummins. J Fuss C/TV .1956/F119 divided into Lots x 4.2 for Councils approval or refusal. Resolved that this be held over, as it is understood that portion of this land is under office for "Trust Homes" and if sold will require further Subdivision and provision made for Streets etc.

Subdivision Plan Approved. Town Planner with Plan Docket No 930/49 Subdivision of Lot 1 of 11 Section 17 NE Hd Cummins - OK Harris into 4 - ¼ acre Lots A.B, C, D for Council approval or refusal. Prop Cr Trestrail ,That this subdivision be approved. Sec Cr Baillie . Carried

Re Road to Nunmolta Well. JR Winstanley wrote objecting to the Closing of the 3 Chain road through Section 10 Hd Cummins to Nunmolta Well Clerk to advise SM & RG Lear that as the Council has received objections from Ratepayers to this road being closed, they therefore cannot agree to it being closed.

Re a Younger Fire Controller. NS Hyde Stating that at a meeting of Ratepayers for Lincoln Ward it was passed that it is advisable to have a younger man as Fire Controller and recommended GJWhillas for the position. who has agreed to act if appointed. Also that 2/10' lengths of 1 inch by 6 Ply Hose and a control cock are required for Beusford Trailer and also 12 Knapsacks.

Re Fire Controller Lincoln Ward It was resolved that Mr Hyde be advised that the Council agrees to a younger man being appointed, but as the full number of Fire Controllers allowed, have been appointed they suggest that anolder man resign and then they will appoint G J Whillas as suggested. Cr Woods will contact you re Hose etc. required.

Wage Increase Secy Local Government Assoc advising that the wages Log had been increased for Council employees by 2/- per week from 1st May '49

Report EP & LG Assoc EP Local Govt Assoc - Report of annual Conference held at Ceduna on 21 &22 March 1949.

Report LG Assoc Local Govt Association - Report of Half yearly meeting held in Adelaide on 18th March 1949.

Australian Council of Local Govt Associations - Report on Govt Financial disabilities Nat Safety Council - Items of interest.

Transfers Transfers of land Registered at Deeds Office Derrington LO to Derrington AL Section 151st Hd Lincoln Hanchant JRB to Danzic EEW, A of Pt Sec 382 Hd Lincoln Blacker WR to Trigg Mabel ([Mrs]) Lot 44 of Blk 1 of Sec 3a Cummins Prop Cr Baillie, Sec Cr Freeman, That clerk enter the above alterations in Assessment Book . Carried Occupier HJ Chewings applied to have his name inserted in the Assessment Book as Occupier of Pt Section 22 Hd Cummins (Western Half) The request was granted on the motion of Crs Freeman & Woods.

Interview & Statement Mr NV Jacobs interviewed the Council in reference to an alleged Statement made at the Local Govt Conference at Ceduna on March 21st in reference to this Council's Revenue. He assured the Council that his contradiction of Cr Fords Statement was not with any personal feeling of animosity nor in connexion with the proposed division of the Council.

Report. Overseers Report was read and adopted on the motion of Crs Trestrail & Woods.

Re Date of meeting Prop Cr Baillie, Sec Cr Speed, That it be a recommendation to the next Council that the September meeting be held on 27th of the month. Carried

Request. Cr Woods requested that the road be graded from Lincoln Spring corner to the PtLincoln Cemetary. This to be done as soon as grader available. Also the road from North Road to J W Ainslees.

Cr Freeman requested that the road to Section 46 & 47 Hd Mitchell be cleared - Hinton will do the work if required . Granted.

Transfers. Prop Cr Woods, Sec Cr Speed, That the Assessment of Railway Cottage at Coomunga and the names of occupiers be transferred from Louth Ward to Lincoln Ward - they having been put in Louth Ward in error. Carried.

Re Petition for Seperation. Prop Cr Trestrail, Sec Cr Woods, That Director of Highways be asked if a decision in reference to the petition for the Severance of the Hds of Mortlock, Cummins, Shannon & Mitchell from rest of the district can be given to the Council before the next meeting on on 17th June as Council consider this vital . Carried

Token of Sympathy Cr Morgan referred to the death of Mr J C Harder, late Councillor for Mortlock Ward for a number of years and moved that a letter of Sympathy be sent to Mrs Harder & family . This was Seconded by Cr Trestrail (Mortlock Ward) and carried.

Accounts Prop Cr Speed, SEc Cr Freeman, That the following accounts as read be passed for payment. General a/c £1183 - 8-7. Govt Grants a/c £846 - 6 - 7. Carried. W.G.Morgan.
