Minutes of Meeting held on 16th November 1945 Present Crs WG Morgan, (Chair) HJ Blacker, RF Richardson, GC Smith, & P Woods. Also Clerk AH Taylor & Overseer KS McFarlane. Minutes of previous Meeting read & confirmed. Financial Statement showed a Credit of £2426.9.5 Correspondence- Secy Attorney General stating approval had been given for the Town Planner to visit Cummins, provided Council is responsible for his expenses and a fee for his services., but that he would not be able to come until the new year. This was agreed to.

Hon Secy Historical Memorials Committee wrote in reference to the Proposed Cairn to be erected on the Main Road neat the entrance to 'Tallala" Hd Louth, to commemorate the Centenary of the droving feat of John Tennant in 1845-46, in bringing a large drove of sheep from Barossa District to Tallala. The Trustees Tennants Estate will donate £13 towards its erection and Memorial Committee will supply the Brass Plate, and the Cooperation of Council is requested in erecting the Cairn. Council are willing to cooperate - and Clerk was instructed to write H & L. Govt to see if it is in order to erect same on the Main Road. Secy E.P Local Govt - with Particulars of Regional Post-War Planning as agreed to at a Premiers Conference on 4-10-45 and requesting that any comments or suggestions be submitted to him at once. Prop Cr Smith/ Sec Cr Woods} That Council suggest 1. A Scheme for the supply of Electric energy for the whole of Eyre Peninsula. And 2. Further Water Conservation and reticulation on Eyre Peninsula. Carried. Supt S.A Railways - advising that a drain pipe had been put in across the road at Ry Crossing near Coomunga at 15 Miles, 15 Chains.

16 Nov 1945 Highways Dept Advised that £300 had been allotted as District Road Grant for year ending 30-6-46. Rec'd. CW Chapman wrote re bad state of road to Sec 174 Hd Lincoln and requesting same to be repaired - Clerk to reply. No Plant or Labour available to do this road at present. T Cronin requesting the Area School Road from Pillana Scool be repaired. No Plant or Labour available at present. Ainslie, Barnett's Christian and Luedeke in reference to letters from Council ordering the destruction of St Johns Wort, and requesting that information be sought as to best method of destruction. Clerk was instructed to write to Department of Agriculture in the matter and the reply passed on to the above mentioned ratepayers. Manager Cummins Elect Supply stating that as soon as steel and ½" pipe is available, the moving of wires from the centre of Phillips St and the installing of additional Street Lights, will be completed. Savings Bank of SA re Terms of Loans from the Bank. Local Govt Association of SA - Report of Annual Meeting held in Adelaide on 14 Sept last, and Also Copy of Award signed with A.W.U for Mainland Councils. Clerk reported that Eyre Peninsula Local Govt Assoc Award with A.W.U signed by Chairman & Secy appeared in Govt Gazette showing rate of pay as from 1-9-45. Secy P.L. Publicity & Tourist Committee re bad state of road from Main Road to top of Winters Hill, and as this is used a lot in connexion with Tourist Traffic that this road be put in good condition. As no Plant or Labour available, and as it benefits Business people of the Town, the Corporation be written to for assistance in finances and use of their plant for the work.

16 Nov 1945 AA Robinson requested the re consideration of the Assessment of Sections 137 & 138 Hd Louth which he considers is still too high. As this has been dealt with and reduced by Court of Appeal, it cannot be reconsidered by the Council. Registrar Gen of Deeds advised Transfers of Land as under. Eglinton W & W to Peterson OF Pt Blk 78 of Sec 56 Hd Lincoln McDonald EA to Beames N Secs 379.380/1 Hd Lincoln. Crown to Baldock PW SEcs 83 Hd Wanilla. Crown to Strudwick RT Secs 72 Hd Mortlock. Hams AG (dec) to Hams FL Secs 42 Hd Mortlock. Fuss IM to Reed SM Lot 70 of Sec 2w Cummins. Speed Thos (dec) to Elders Trustee & Ex Coy All his property Hd Kiana. Prop Cr Doudle/ Sec Cr Richardson} That Clerk make the above alterations in the Assessment Book. Carried. Prop Cr Smith/ Sec Cr Woods} That Section 83 Hd Wanilla- From Crown to Baldock PW be assessed at £15 for year ending 30-6-46. Carried. Organizer, Lord Mayors Food for Britain Fund- Particulars of collecting donations etc. Rec'd. Deputation from Cummins Fire Fighting Committee Messrs Hayman & D Blacker waited on the Council requesting that a shed be built on Council Allotment adjoining the Pound Yard to store Fire Fighting Equipment, & they also submitted a list of equipment required to be purchased. Request granted, and Clerk to obtain quote from Geddes & Co for the material. Re the request for a road through Railway property. Prop Cr Blacker/ Sec Cr Smith} That Clerk write to Railway Dept and ask if they will make the road and open it to the public. Carried.

16 Nov 1945 Prop Cr Morgan/ Sec Cr Doudle} That the Council do not purchase Mugs, Tea, Sugar or Brandy as requested by Louth Fire Fighting Committee as same is not Fire Fighting Equipment. Carried. Overseers Report for Month was presented & read. Prop Cr Woods/ Sec Cr Doudle} That Overseers Report as read be adopted. Carried. Cr Doudle requested that while the Plant is in that district: The Road to Mrs GA Vigars and from Main Road to Kiana Cemetery be repaired. Granted. Cr Smith requested that the road used by Area School Bus from Yeltukka to the Railway Crossing be repaired as soon as possible. Granted. Cr Smith requested that a Poll of Ratepayers be taken, on the question of the removal of Council Headquarters from Pt Lincoln to Cummins. Cr Morgan stated that he would like to first obtain a Legal Opinion on the matter and this was agreed to. Cr Morgan referred to the recent death of Mr Wm Simes, a former Councillor for Lincoln Ward for a number of years, and Proposed That a letter of sympathy be sent to Mrs Simes. Sec Cr Woods & Carried. Prop Cr Richardson/ Sec Cr Woods} That Geoffrey Norman Pope be appointed a Fire Controller for Hd Wanilla in place of AL Robinson who has left the district. Carried. Prop Cr Smith/ Sec Cr Richardson} That the following Accounts as read be passed for payment. General A/c £169.14.0. Govt Grants A/c £216.16.4. Carried. WG Morgan
