Minutes of Meeting held Nov 21st 1913 Present Councillors Hartley, Puckridge, Morgan & Bruce

Report of Elections The Returning Officer reported that as a result of the Extraordinary Election which had taken place on Nov 7th Mr J D Bruce had been re-elected as Councillor for Lincoln Ward unopposed.

Acting Chairman The Chairman Councillor O Shanahan not being present it was proposed by Cr Morgan & Sec by Cr Puckridge that Councillor JD Bruce be appointed Acting Chairman.

Minutes of Previous Meeting was read & Confirmed.

Financial Statement read & estimates of work presented.

Chairman reported that an enlarged Photo of the late Mr E P Oswald ( a former Chairman of the Council had been presented to the Council by Mrs Oswald for the purpose of hanging in the Chamber with the photos of other Chairman. Cr Hartley ) That a letter of thanks be sent Cr Morgan) to Mrs Oswald for the Presentation Carried

Lease of Water Reserve Correspondence Letter from H C Wilson requesting a lease of Water Reserve Rc Morgan ) That a lease be granted on Puckridge) Similar terms to HC Wollaston with right to put well & erect windmill. Matter deferred until next meeting.

Letter from the Admiral stating that the fleet would be open for inspection on Saturday & Sunday. Received

Docketts Entrance Letter from R. W. Dockett requesting permisson to open a way into his allotment. No 53 from the North Road. Morgan ) that as the work had already been Puckridge ) commenced Mr Docket be informed that the request would be granted but in future such works must not be commenced until the Councils sanction has been obtained.

Closing Roads. Letter fron Surveyor General re Opening Closing of roads as per plan. Cr Hartley ) That the matter be adjourned Cr Puckridge ) until next meeting. Carried

Delay in Summons Lettter from Solicitors re delay in serving several Summons issued for Rates & Wire Netting Instalments Cr Puckridge ) That Messrs Joyner & Shepherd Cr Hartley) be requested to call the attention of the authorities to the lax method of delivery of Summons by the bailiff in question. Carried.

Petitions. Re Improving Roads along boundary of Section 8. Hd Mortlock. Referred to Overseer for report.

Netting Applications. Applications for Wire Netting received from A Calderwood. Cr Morgan) that petition be referred back Cr Puckridge ) for Class of Lease to be inserted. Carried

Contract 94 Re Contract 94 Legal opinion re legality of reletting same to M Morgan to be obtained.

Deposits Cr Morgan ) That a deposit on the Contract Cr Puckridge ) be insisted on when Contract is signed. Carried.

An amendment that a deposit with each tender be insisted on was proposed by Cr Hartley. Lost

Lost Cheque. Clerk reported that Cheque for £14.12.6 drawn in favour of J Cuddeford had gone astray, apparently in the post & requested authority to stop this payment. Cr Hartley ) that payment of the Cheque Sec Cr Morgan ) be stopped. Carried.

Summons Owners. Cr Hartley ) That Ranger be instructed Cr Puckridge ) to summons owners of stray cattle in Addition to impounding same. Carried.

It was reported that H C Wollaston had a flock of sheep depasturing on the road.. Referred to Overseer.

Grader The matter or purchasing a Grader was discussed and Clerk was instructed to obtain from the Tumby Council an opinion as to the success of the grader in use in their district.

St Johns Weed Cr Hartley ) That the Overseer beinstructed Cr Puckridge ) to keep the St Johns Weeds in check by employing labor when necessary & also to see that adjoining landholders co-operate in the matter of thoroughly destroying the weed on their respective portions. Carried.

Carbide Lamps The Rival Merits of Petrol & Carbide Lamps was discussed. Cr Hartley ) that a Carbide Lamp be Cr Puckridge) purchased for trial. Carried.

Overseers Reports Overseers report read. Cr Puckridge ) that the report be adopted Cr Hartley ) excepting to matter of the Grader.
