Dear Sir I do not wish to encroach upon your time by addressing useless letters to you respecting the Alabama claims but having seen some statements in the papers certifying the rules adopted do not exclude any claims having the color of justice I thought it must not be amis to call your attention to it enclosed please find the statements that I spoke of

[left newspaper cutting] The Anglo-American Claims Commission have fully organized under the Treaty of Washington, by selecting Count Corti, the Italian Minister at Washington, as President of the same, and have adjourned to the middle of November. Information has been received that the English holders of the Confederate cotton bonds intend to submit their claims before this commission for adjudication, claiming that, under the broad terms of the treaty, they are included.

[right newspaper cutting] No cases will be heard by the United States and British Claims Commission before December. The rules adopted do not exclude any claims having the color of justice. Claims by British subjects residing in the South during the war will not exceed £5,000,000.
