Board met Present Messrd Noble Vonnegut and Elliott
and A C Shortridge superintendent
The subject of the
enumeration of children as made July last was con
sidered and the following preamble and resolutions
were adopted
Whereas the school examiner of Marion
County has declined to receive the [????] report of the
annual enumeration of chldren as presented by
the trustees on the ground that the list of parents
and guardians include a large number of unknowns
and whereas
At an informal conference with
the State Superintendent of Public Instruction and
the County Examiner it was agreed that the
board of trustees should appoint Mr W C Phipps
associated with Mr Cyrus Smith to again make
an enumeration of the fourth ward as a test
of the accuracy of the original enumeration
in that ward having a larger proportion of the
unknown elements than other wards
And whereas Mr Phipps
has made and filed with the board an enumeration of
said ward without the aid of Mr Smith (because as
stated Mr Smith could not be found and no appoint
ment could be made with him
And whereas the
original enumeration made by Mr Cyrus Smith in
July last lists 1556 and that of Mr Phipps 853
And whereas
the board after an examination of the last enumeration
are satisfied that it is inaccurate and at the same
time seems to prove the incorrectness of Mr Smiths
enumeration of that ward and also to throw doubt
upon the listing of the other wards of the city
Therefore resolved that Mr
Cyrus Smith be immediately called to account for
the discrepancy and that if he shall make no
explanation satisfactory to the board that the
