As she was not notified until the last minute, of my coming, and, as I learned, she and the other ladies did not like the proxy sent by you before, it is easy to understand why

she did not want me to come. Moreover, as the W. S. Council had appointed Mrs. St. John Gaffney to represent the U. States at the Hague, that was reason enough for my not going there, as the U.S. could not be represented by two delegates. I should simply express to Lady Aberdeen your regret at not having notified
