send written notice by mail to the last known residence
of the proprietors or representatives of each of said Lots of
the fact of their conditions; and that, if the same shall
remain in such neglected condition for thirty days after
the date of such notice, the Superintendent put the same
in proper order, under the direction of the President, at
the expense of the respective proprietors, as provided by
Article VI of the By-Laws.
