agreed that the Estate and Finance Committee should
have power to determine when the above enactment should
come into force, also to make any additional regulations
that might be found necessary: and also to make on the
recommendation of the joint committee created by regulation
No 10: the necessary appointments to constitute the
Faculty and that these should have interim force until
the next meeting of the Board of Trustees. It was also
agreed that Dr Fife Fowler should be the first Dean of the
Faculty. The whole matter received the most careful consideration,
for it was felt that the step was an important
one for all concerned but it was generally believed
that the step taken would prove to be for the good both
of the University and of the Royal College.

The Sunday afternoon addresses were
this session continued in Convocation Hall, and were
much appreciated by the students. Many prominent
clergymen from Canada and the States preached.

A special meeting of the University Council to
nominate candidates for the office of Chancellor for the
ensuing term was held on February 15th. There was
presented a nomination paper in favour of Sandford
Fleming, Esq., and as no other nominations were
given in, Mr Fleming was declared duly elected
Chancellor for Queen's for the next three years.
Although Queen's had never formally accepted.
