Toronto should meet annually to consider and discuss
matters relating to the welfare of the University. It was
resolved that the first meeting should be held in the
following October. George Bell, B.A. was appointed a
permanent secretary to look after the graduates, and to
summon them together. He was also instructed to keep
a corrected list of their names and addresses in his office.
Many of the older graduates of the University attended t
his initial meeting. At the previous annual
meeting of the Trustees it had been pointed out that
it was impossible for the University to meet the expenditure
involved in a School or Faculty of Practical
Science, and that the work must be undertaken by the
Government or a board of public spirited men willing to
give time and money to carry out any such undertaking.

During the ensuing summer vigorous action was
taken along lines indicated by the University. Public
meetings were held in Kingston, and a body politic was
incorporated to establish a School of Mines anf Agriculture.
The governors of this body negotiated with the
Estate and Finance Committee for a lease of the Carruthers
Hall for ten years, with right to purchase: also
for some land adjoining on which additional buildings
could be erected. The governors also raised chiefly through
the efforts of the Principal and Dr. Smith the sum
of $3500 with the prospect of increasing it to
