This is to certify that at a regular meeting of the Wisconsin State Woman’s Suffrage
[apcoation? association?] held at Milwaukee on the 2nd day of November A.D. 1869,
Mrs Lili Peckham was duly chosen as a delegate to represent this association at the Convention to be held at Cleveland Nov 24th & 26 1869 with full power to act and deliberate in all matters pertaining to the advance of Woman Suffrage throughout this Country.
