University, it was the opinion of the Committee, that
the character of the relation should be determined
by the Trustees as the body ultimately responsible for
its welfare and financial support. Authority was
given the Trustees after they had consulted the
Benefactors and graduates, to take such action as
they thought best in the interests of the College,
but in case of a change in the existing relationship,
they would be required to make provision for the
existence and maintenance of the Theological Faculty
in a manner satisfactory to the Church.

This was the substance and essence of the report
of the Committee. The Assembly instructed the
Moderator to appoint a Commission, with Assembly
powers, to cooperate, as might be necessary, with the
Board. The Commission would give effect if necessary
to any decision of the Trustees altering the present
relationship between the University and the Church.
But, with this consent, it would require that ample
provision be made for the maintenance and efficiency
of the Theological Faculty, and that the General
Assembly have control over its affairs. In amendment,
it was carried that the Memorial be remitted to the
Trustees, and that they be asked to consider such steps
as might provide retiring allowance for aged and
infirm professors as cases required, and still
