Incloses batch of letters endorsing Edward J. Braithewaite, of
New York City, for a Federal appointment. Mr. George says he does
not know the President's policy in regard to appointing colored men to
office but that Braithewaite is unusually well educated and has extremely
good endorsements and has rendered careful public service.
