In my visits to the police courts of other cities in a study of negro
criminals as affected by education, I discovered that attacks on women are
the crimes of a type of men, and not crimes of negro men against white women.
The men who come into court on the various charges listed under that head are clear
ly delinquents who are products of bad heredity stimulated by drugs, liquor, low-
type theatres and vicious associates, but not alone negro men.

There are in the District of Columbia 2 theatres which cater twice daily to
just such tendencies as express themselves in these outrages which make the blood
of decent men boil. These theatres are patronized by boys and by men who are already
lacking in the more desirable social reactions.

An examination of the periodicals, art or cartoons of any month will show at
a glance that the great question in America is sex. It is protrayed, discussed and
exploited from every angle. It may be noted in this connection that men are
generally protrayed as susceptible to its influences, and it should be noted
that untrained, illiterate men of a backward race would of necessity be generally
less restrained than normal men, of good heredity, good schools and good habits.

Now it does seem that such conditions warrant larger opportunities for advan-
cement and social approval to the men of any race who try to live up America's
ideals of conduct; not fewer opportunities and more oppressive conditions
regardless of life and conduct.

I believe I express the opinion of a majority of the Negroes of this country
when I urge you and every legislative body to pass and enforce every possible law
which can bring social safety and betterment. It is the home-loving, self respect-
ing, industrious Negro who suffers in every community where good lawe do not pre-
vail and are not impartially enforced, and it is the undesirable type which
flourishes there in affiliation with the undesirable types of every nationality.
