In addition to such a bureau, which would soon justify itself, as it
has done wherever tried, by working in cooperation with schools, hospitals
and reformatories, Washington should parallel if not lead other cities in
provisions for compulsory industrial training for all of its children ½ of
each school day of the sixth, seventh and eighth school years.

The reports of civic activities looking to the correction of social evils
of all sorts agree in proving that preventative measures are superior to puni-
tive. True they cost more in mind and money, but they gain more in men and
well-being.
