Attitude of some of negro candidates for
office under our national administration
completely destroyed the usefulness of the
National Colored Democratic League, thus
leaving the negroes with a national assoc-
iation or leadership. Cosey has been re-
quested to call a national gathering and
organize a Progressive National Negro Dem.
Association which can be relied upon to
support the President.

Following are grounds of complaint by the
negroes:

Important offices at Washington and other
places formerly held by negroes are going
to other races.

Disparaging statement of Senator Vardman
concerning negroes.

Alleged separation of races in government
departments at Washington.

Retention of negro Republicans in office.

Administration’s southern policy towards
negroes.
