to issue a statement setting clearly before the whole people,
the President's high regard for the colored race, and his
disaproval of opression in any form. I have been requested
as above stated, to call a national gathering, and organize
a Progressive National Negro Democratic Association, that
can be relied upon to support the President. THIS IS
IMPERATIVE, as we are lossing the colored vote in every
state. You know as well as I, we certainly cannot afford to
lose this vote, if we expect to re-nominate, and re-elect,
President Wilson for another term; or to elect a democratic
Congress, next fall, or the Governor of our state, or our
Mayor of New York this fall.

Careful investigatin disclosed the following as the
chief grounds of complaint by the Colored Democrats.

1- The appointing to important offices at Washington,D.C.
and other places, formally held by negroes, men of
other races.

2- The disparaging statements of Senater Vardman,
concerning the negroes, as reported by the papers.

3- The alleged separation of the races, in the Government
Department at Washington, D.C.

4- The retention of NEGRO REPUBLICANS in important offices
at Washington, D.C. and other places. This they con-
