Dear Sir,

I am glad to announce to you, that the Emancipation Pro-
clamation for which you signed a bill
for, in 1912, has been a great success
to the colored people of New Jersey. It has
deepened and emphasized, the progress of
the colored people of this State, to the satis-
faction of our sympathetic and helpful
white citizens. I was sure at the time the
bill was before the Legislature, that this
would the result, in the event of its
passage and signed by you.
