Sir:-

The segregation policy being pressed by this administra-
tion is the first act that has disturbed my confidence in your
administration. Few are equal to every emergency, and sooner or
later we meet a circumstance that takes our measure. I an sorry,
however, that it should come so early in your administration for
it may have far reaching results in limiting the usefulness of an
administration which has started out so auspiciously.
