Mr. President

Honored Sir.—

I have requested Senator Bradley and
Representative Langley of Kentucky, to present a petition to
Congress, in which I have requested our Congressmen to make some
federal laws to protect colored men and white and colored women
against the enforcement of State Constitutions or laws which
deprive them of the right of citizens of the United States to vote
for MeMbers of Congress, Presidential Electors and United States
Senators in the state wherein they reside, with the power that has
been conferred upon them by the 14th. Amendment of our Federal
Constitution.

And I now take the liberty of enclosing you a copy of a brief
in which I give some of ny reasons for thinking that Congress
has a constitutional pover to make the federal laws that I
have petitioned it to enact, and why I think that Congress will
have to make these laws in order to preserve our Federal
Goverment.
