scattered in all parts of the country, all of whom rejoice in the
personal success of Mr. Cobb as illustrative of the practical
value of the higher education of colored youth. Indeed, the en-
tire colored race is grateful to you for the opportunity which
you have given the race through him to show efficiency in the
legal department of the government.

Mr. Cobb's appointment was neither a political one nor
a partisan one, and it is sincerely to be hoped that he may be
continued in his present position.
