Dear Sir:-

I see by the dispatches from Washington that
you have decided to appoint colored men to all the
positions held by them at present. I am exceedingly
pleased with the attitude which you have taken in
reference to the members of my race.

I have endeavored to assure a great many of
them all along that you would be absolutely fair in
dealing with them in every question which came before
you in which they were involved.
