Enclose copy of resolutions adopted by the National Democratic
Fair Play Association deploring violation of the Home Rule principle
by the Administration in filling offices in the District of Columbia,
protesting against the appointment of an outsider as Recorder of Deeds,
expressing belief that Federal offices should be filled by white men
instead of colored, and requesting support of the Administration in
obtaining a solution of the Negro problem.
