Hon. Joseph P. Tumulty, Secretary,

To the President, Washington, D.C.

My dear Sir:-

I am herewith handing you matter that may be of interest.
The enclosure, over Bishop Walters name, is being widely discussed,
the sentiment of which, to my mind, is narrow and ill advised at
this time. I can see no reason why Black Republicans should win
when their party looses. Black Republicans do not vote the Demoeratic
ticket nor do they encourage Negroes to vote that ticket. All the
Negroes in public office appointed by either Mr. Roosevelt or Mr.
Taft worked hard to defeat the Democratic ticket in 1912. What claim
have they on the present administration?

The editorial is misleading in as much as it sets up
that Gov. Glynn is NOT a Tammanyite. He is a Murphy Tamnanyite,
pure and simple, according to the testimony of one of his close legal
advisors. THAT I KNOW.

Respectfully yours,

Robert Lewis Waring
