Hon. Woodrow Wilson,
President of the United States,

My dear sir:

We wish to state that it is the opinion of a large number of
colored goverment employees when [with whom?] we have discussed the question, as well as
our private opinion that the colored men and women have fared equally
as well, if not better, under your administration, as they have under any
previous ones. We have been in the service only short time and have
found conditions much better then we had supposed.

We do not think that Mr. Trotter and his organization represents
the most thoughtful members of this race.

We are not sure that it is permissible for a government employee
to write this sort of communication, yet we are prompted in the spirit of
justice and fair play to make the venture with whatever risk there may be
to personal loss.
