TO WHOM IT MAY CONCERN.

The undersigned heartily indorse the efforts of
William McNeill to improve the conditions of the
Negro race in the vicinity of Philadelphia, and
recommend him to the consideration of our fellow
citizens, and we trust that he will receive their kind
aid and assistance, financial and otherwise, in help-
ing him to consummate his great work of uplifting
his race to which he is devoted.

A fixed principle produces the best results

Practical activity is indispensable.

The object is to establish a fixed basis of in-
dustry for the Negro of this State (Pennsylvania).
Because the present fixed bases of industry are not
his; neither has he a reasonable degree of access
to them; neither does he seek this seemingly un-
friendly position

However, the present bases of industry from
which he gets support are superficial and, therefore
liable to change at any given moment. It is not the
intent or purpose of the question to remove or inter-
fere with the present superficial basis of industry,
but rather lay an additional basis of a more substan-
tial nature

Changeable basis produces changeable results.

However, the superficial basis of industry, with
the great cost of living and the unfriendly infiuences
of organized labor and industry with his own indif-
