his foundation for him, intrusted to the efficiency
of a select number of its citizens, as was stated.

Therefore, We earnestly appeal to the govern-
ment of the State of Pennsylvania to advance one
million dollars (S1,000,000) annually , as soon as
possible, or in the near future to lay this foundation
for him, that he may have the greatest opportunity
to demonstrate his greatest activity and capacity,
without infringing upon the rights of others and
embarrassing the masters of industry
