Hon. Joseph P. Tumulty,
The White House,
Washington, D. C.

My dear Joe:-

The National Independent Political League, a negro
organization, appeared before the Resolutions Committee of
the Democratic State Convention in Boston and protested
against the adoption of the plank committing Massachusetts
Democracy to the re-nomination of President Wilson. These
Boston negroes charge that the President has shown discrimi-
nation against the negro race.

With kind regards,

Sincerely,
Thos. A. Pence
