Hon. Woodrow Wilson,
President.
Executive Mansion,
Washington,D.

Sir:

As Chairman of the Executive Committee of the National
Colored Democratic League, it is, with much regret that I
inform you that Bishop Alexander Walters, President of the
Organization, having been elected senior Bishop of the
A. M. E. Zion Church at a recent conference held in
Louisville, Kentucky, informs me that he will be unable
to take an active part in the approaching campaign, owing
to the exacting duties of his church work.

At his request I have assumed the duties incumbent
upon the head of the Organization, and wish to pledge
you in so far as my power lies, unqualified support in
your election, and will endeavor to make the Organization
an effective force to this end.

Very truly, yours,
Jas H. W. Howard
